I can't speak for the Phillips LED bulbs. But, FWIW...
I've used a couple of sets of LED headlights from HeadlightExperts.com.

I could recommend these for someone wanting to retain stock appearing 'bulbs'. These fit good, are nice and white without much blue, and are very much brighter than the brightest Halogen bulbs I've tried (And I went through a few Halogen sets before finally installing LED's.
I recently bought a 2017 Challenger. In the daylight I thought the car had HID's because sometime around them they started using Halogen bulbs behind the HID style 'lense' housings. Even those relatively modern Halogen bulbs were terrible. Maybe my eyes are aging poorly, but IMHO I think Halogen bulbs are not safe these days. Modern headlights are so bright most oncoming vehicles just drown out the light coming from the Halogens.
It's a pricey upgrade, but I didn't feel safe driving at night without HID's or LED's. Being comfortable behind the wheel was worth every penny.
