Throttle Linkage missing parts(?)

So my throttle linkage appears to be missing something. Is it a bolt? is it a bracket? Below is a picture of the drivers side. An arrow is pointing to the piece I am talking about. There are threads on it. This is for a Rochester Quadrajet on a 301 non-turbo. Any ideas?

The car does have Cruise Control, which is not connected at all. so that could be a possibility. It just looks very lose, so figured there would be something there regradless.

I agree with cruise control.  It appears to me the purpose of the threads is there should be a nut on there that only holds that pin in place.

I hope the pic I posted shows up.

I used the 1981 service manual, under accessories, cruise control, page 9-7, figure 9-8..for 4.3 and 4.9 engines
