Help I.D. this part please

79 T/A dash removed. I took lots of pictures as I disassembled it but some pics were very blurry. This part was near the headlight light switch I think. Its about 2 inches long.  There is a clear thick plastic part that I dont recall where it goes also. My dash should be back from repair in a couple of weeks. The rest of the pics are clear enough so that it should go back together decent. thanks

Ground strap for the instrument cluster. Goes on the upper left corner.

Pretty sure it serves as a grounding strap. Attaches to the headlight switch and the dash bezel.
