Like so many other options, there is no such thing as a console "delete". Likewise there is no radio delete option, nor is there an A/C delete or t-top delete, etc.
You didn't mention whether you friend's 70 was an automatic or manual transmission, but here goes:
The console was optional. If you ordered an automatic transmission, but not the additional cost console, you received a column shift. In 1976, (I'm sure someone will correct me if I'm wrong.) there was no more column shifted automatics. Therefor the extra cost console was required for the automatic. In 1979, the required console was no extra cost on Formula and Trans Am. (80 and 81 as well.)
Manual transmissions were always floor shifted, and did not require a console. (I believe that was true for the entire 2nd gen.)
So, your friend's 70 (great cars, by the way!) does not have a console "delete". Rather, someone just didn't want to pay for the console.
Or, like me, likes the look of a 4-speed with no console.
I hope this answers you question.

Trans Ams with a manual transmission were available without the console through 1976.  that was the last year.  Firebirds with manual transmission could be bought without a console several more years.  Maybe all years, I am not sure.
