Do you mean in front of the dash pad on black interior cars?
Originally, was Semi-gloss Ditzler #9387, similar to the sheen of black vinyl.

Most use SEM trim black interior paint/stain. Seems to match well.

x2 the original doesn't exist anymore, different to mixing up a colour shade

So do you think if I pick up some semigloss black I can paint the cowl and the metal portion of the dash the same color? I'm going to paint it with a paint gun not with rattle cans.

Originally those two areas were a lot different sheen, and I think one or the other will look a little strange.  If you paint it dead flat it'll look okay. Dead flat on the cowl I think is less odd than semigloss on the dash.

The only reason they had a low gloss interior paint was for the dash, and it's pretty darn flat.  They didn't call it flat, though.  They called it "low gloss".

Semi-gloss was the shiny stuff.

I checked to see what paints I have at home and I have a quart of single stage satin black urethane paint. should I use this or get a flat black paint?

the padded dash is restored. the metal dash had rust in the corners so the metal needs to be painted.

Well, look for a sheen that is similar to a continuation of the dash pad. Not a full flat, but no real gloss either.
