No, as emissions increased, power decreased.  Pistons, Cam, Heads all changed over the years.

Also, they had a couple different 400's in the 77-79 series.  There was the base Pontiac 400 L78 that was rated at 185hp and something around 358ft lb torque.  Then there was the L78 TA6.6 motor that was the same bore and stroke but had a larger cam and smaller chambers and free'er exhaust all to combine for a rating of 220hp and the same torque.  The 77 was rated for 200hp.
