The 428 has a 4.00" stroke and the 455 has a 4.21" stroke, so they are not the same. Either crank will install in the other block since they both have 3.25" main journals, but it would be wise to check thrust clearances if you drop a 4.00" stroke crank into a 455 block or drop a 4.21" stroke crank in a 428 block.

I seem to recall a 428 crank in a 455 yields a capacity around 440 ci..... They can be used, you just don't get the full 455 worth of cubes.

I think you end up with a .030 428 or 433 cubes.  Hold out for the longer stroke crank.

Actually, the shorter stroke 428 crank with the bigger bore 455 block is a nice combo.  It gives you a few more revs over the 455 crank.  Like others have said, just make sure you check the clearances.

You get a 440 (actually 439 cid) when you bore a 455 .030 over and run a 4.00" stroke crank. The destroked 455 is alot of fun, but I prefer the extra cubes.
