Are the screws that fasten the two electrical bulkheads together available from any vendors?

This style hold the fuse box end to the firewall on the inside.

The harness clips together, headlights and engine harness, with a single bolt and sealing washer on the outside.

They certainly make them based on all the reproduction harnesses sold. I didn't find one separately in my quick search over cafe lunch. Have seen them many times used or still in used harness, may require a new rubber washer seal.
